Trump’s second presidential term has seen a landslide of anti-LGBTQ+ bills lodged across the US – but 647 anti-trans bills have failed so far this year.
While 120 anti-trans bills have passed in 2025 regarding gender-affirming care, education, legal recognition and the right to publicly exist, over five times more anti-trans bills have failed to be introduced in the US.
647 anti-trans bills targeting the trans and non-binary community have failed to pass in the US so far in 2025, as per Trans Legislation Tracker.
Led by an independent research organisation, Trans Legislation Tracker tracks bills impacting trans and gender-diverse people in the US, providing data and tools to support “the public to follow and engage with legislation”.
The site states that its “findings and methods have been fact-checked and reviewed by leading newsrooms and academics across the country”.
Recent vetoed bills documented by the tracker aimed to strip state agencies of DEI initiatives and implement higher education bathroom and sports team bans in H171, limit the use of state funds for gender-affirming care for incarcerated prisoners in H805, and “Eliminating ‘DEI’ in Public Higher Ed” (S558) in North Carolina.
A failed New Hampshire bill aimed to “Permit classification of individuals based on biological sex under certain circumstances” (HB148), while another failed bill in the state aimed to prevent gender-affirming care for minors (HB377).

Meanwhile, the American Civil Liberties Union (ACLU) tracked a total of 575 anti-LGBTQ+ state bills, “most of which target transgender people”, as per The 19th’s May report. Out of those bills, 54 passed into law, while 105 failed at the time of reporting.
Passed laws include school bathroom and sports restrictions, Pride flag bans on government property, gender-affirming care restrictions, and rules on updating personal ID. A July update has tracked 598 anti-LGBTQ+ bills.
This wave of failed bills comes after an anti-trans measure in Trump’s “One Big Beautiful Bill Act” was dropped at the final hour at the beginning of July.
