A High Court judge has dismissed a legal challenge to Lambeth Council’s planning permission for a run of Brockwell Park festivals, clearing the way for events including Mighty Hoopla to go ahead this month.
The challenge was brought against the council over the decision to use some of London’s Brockwell Park for a number of large events. Local campaigner Juliet Chambers sought to challenge the planning permission, as per BBC News, describing it as “unlawful” and arguing the council had misinterpreted the word “recreation”.
Mr Justice Jay rejected the bid, setting out how the term should be understood in this context. He said recreation was a “pastime which is pursued for the pleasure or interest it provides,” adding: “It is clear in my view that this musical festival is a cultural activity.”
Lambeth Council’s planning permission allows a temporary change of use for some of the park for a period of up to 32 days. Sasha White KC, representing Lambeth Council, told the court: “During the events the rest of the park will be retained as public open space, therefore leaving 74% of the park open to the public throughout this period.”
What the legal challenge argued
The legal action followed concerns raised by local residents about the impact of large-scale festivals, including claims they can cause environmental damage and restrict public access to the park for extended periods.

The dispute has been running since last summer (2025), when a local campaigner took legal action arguing Brockwell Park festivals didn’t have the correct planning permission. In February 2026, Lambeth Council unanimously approved plans to hold Mighty Hoopla, as well asField Day, Cross The Tracks and City Splash at the end of May 2026.
When councillors considered the festival plans, the Planning Applications Committee cited a potential £10million boost to the local economy among the factors weighed, alongside noise controls, environmental impacts and cultural impacts.
What it means for Mighty Hoopla
Mighty Hoopla is due to run on 30–31 May 2026, with Lily Allen, Scissor Sisters and Jessie J leading the line-up.
The festival is known for its flamboyant, pop-forward programming and strong LGBTQ+ audience presence, including moments such as Kesha’s set featuring the Trans Voices Choir and a pro-trans chant led by JADE.
