Equality and Inclusion Manager (Audit Support) – Olympic Delivery Authority

As part of an integrated Equality Inclusion Team (see attached organagram) you will play a key role in the team focussed on ensuring that the ODA’s equality and diversity strategy is implemented at all levels of the supply chain and through procurement.

The team’s ultimate goal is to ensure the ODA leaves a lasting legacy for equality in terms of a step-change in equality practice in the construction sector.

You will work with contractors to ensure they meet their contractual obligations to promote equality and diversity.

You will identify the barriers to achieving this, proposing and implementing solutions.

You will develop and implement processes and systems and provide supporting assurance expertise in order to ensure meaningful and regular monitoring and auditing of compliance with the ODA’s equality and diversity strategy and aims.

Principal accountabilities

* Develop and implement effective processes to conduct initial evaluations of contractors’ equality practices in order to ensure they meet equality-related contractual requirements

* Develop and implement effective processes and systems for providing contractors with appropriate support, advice and guidance in order to ensure they meet equality-related contractual requirements, including the establishment of effective equality monitoring

* Act as ‘ambassador’ for equality with specified contractors, developing effective individual relationships, advising on the development of their equality and diversity action plans and diversity training plans; signposting sources of support and networking opportunities, assisting them in analysing and using the outputs from equality monitoring

* Develop and implement a programme of ongoing audit and assurance of contractors’ equality practice in order to ensure compliance with equality-related contractual requirements, including agreeing remedial action where appropriate to rectify areas of non-compliance

* Develop and implement an effective reporting system on contractors’ equality performance

* Provide regular and meaningful reports and analysis to key internal and external stakeholders in order to monitor compliance with equality-related contractual requirements and progress towards achieving the ODA’s equality and diversity aims

* Identify barriers to the effective implementation of the ODA’s Equality and Diversity Strategy in the supply chain; propose solutions; develop and implement projects to overcome barriers

* Work with key internal and external stakeholders to develop and implement a contractor Equality and Diversity Award Scheme in order to reward exemplar organisations and incentivise contractors to develop and implement industry leading equality and diversity practice

* Act as a ‘champion’ for themes of equality, diversity and inclusion in the construction industry, Delivery Partner, and establishing partnerships on a variety of equality and inclusion issues across the industry.

* Work in close and effective partnership with the rest of the Equality Inclusion team on all relevant areas, developing strong working relationships with key colleagues in both the ODA and LOCOG.

Person specification

In your written application, please give evidence of proven experience in response to as many of the criteria listed in “Part One” of the Person Specification as possible.

These responses will be further developed and discussed with those candidates invited for interview, together with the other criteria listed in “Part Two”.

It is expected that the successful candidate will be able to demonstrate a strong record across a broad range of the criteria in both Part One and Part Two:

Part 1 – Key experience

* Proven track record of success in delivering the equality, diversity and inclusion agenda of a large, complex organisation, preferably in a regeneration or construction environment

* Experience of working closely or within the public sector on diversity, equality and inclusion issues that in turn demonstrates a strong understanding of the ODA’s statutory obligations within these areas

* Experience of delivering successful equality and diversity outcomes through projects, both internally and externally through supply chains

* Experience of successfully monitoring and reporting on the performance of key equality and diversity objectives

* Proven track record of success of working in partnership with a range of public and private sector organisations, effectively managing stakeholder issues relating to equality and diversity

* Demonstrable equalities and diversity experience working in a challenging environment, eg. high levels of public scrutiny, high levels of external political interference

* Significant evidence of using representational / ambassadorial ability, particularly in the context of engaging government, public/private sectors and local communities

Part 2 – Key knowledge, competencies and behaviours

* Good knowledge of:

– Local business groups, ie. community groups, Business Link, BCC, etc

– The workings of a large, complex and diverse supply chain

– Working within the requirements of OJEU procurement frameworks

– Employment, business opportunities and equality diversity issues London in general and the 5 Boroughs in particular

– The political environment and understanding of the consequences of actions

* Ability to work effectively in a complex, fast-moving and multi-disciplinary environment

* Ability to operate in a high profile political environment under high levels of public scrutiny

* Ability to work with a wide range of stakeholders, and across organisational boundaries

* Ability to think and act strategically, and to personally translate this into action and delivery

* Willingness to carry out a range of duties, as required in a relatively small organisation

* Ability to work on own initiative

* Highly skilled at influencing and negotiation

* Robust under pressure and able to work to tight deadlines

* Highly motivated and not easily discouraged

* Good communication skills

* A CIPD qualification or a relevant post-graduate degree would be an advantage, but is not essential

* A commitment to the pre/post bid commitments made to London and the IOC

* Committed to the activities and actions of the London 2012 programme and a commitment to the Olympic values
